The timeline contains the different actors and when they could appear on the site. It is devided into three phases that represent the increasing use and interaction on the site. Different activites and events show the interction of the different investors, the municipality or the start ups, etc. According to this interaction and the increasing activities, the inhabitants of Ljubljana get more in more attracted in the site.

The Tobacna is located between the city centre and a suburban area. As the INC.UBATOR upgrades the the site, the use and activity change, the Tobacna will connect the city centre with the rest of the city.

The site plan shows one possible design for the future of the site of Tobacna. As shown in our programm the developement is carried out in three phases. The siteplan shows the end-phase, but it should not be a fixed final state. And a further developement of the site in consideration of our strategy is desirable.

  • INC.UBATOR Phase I

In the first phase IMMO will realize the flagshipproject of the site, containing a mixed use of housing, commercials and offices as proposed and planed in there former design for the site of Tobacna in 2005. The former municipality building will be complemented by the smaller local stakeholders with space for education and small offices to intiate a process of exchanging knowledge, interdisciplinary education and mutual profit.

Phase two is dominated by a further developement of small structures to give small actors like creatives, co-workers, etc. an opportunity to create their own space depending on their economical abilities in the center of the site. Therefor the given structure will be fully developed to link the founding stakeholders with the new actors. So they can profit from each other and to push and develope combined strategies for their business and ideas. As a platform of exchange the free open space will be developed to initiate a plattform for public life and exchange. The dsign and developement of the open space is financed by shared investment of all stakeholders of the site.

In the third phase the last given structure will be reused for new stakeholders, which were not participating in the previous developement phases. They will be attracted by the opportunity of the site thanks to the prior developement phases. During this phase the final link of the puzzle will be a new mobility point consisting of a bike hub and a new train station. This new intersection point will push the developement of the Tobacna again to a new vital future.

The organizational model derives the architectural structure. As various local stakeholders are integrated
in the financial process of the site. The Architecture operates with the given structure of the construction site. Not just the cores of the former IMOS-Towers are used for a new building, but also the pillar-structure forms the open and built space. Small and big stakeholders as well as young professionals, students and start-ups have the opportunity to create their own space according to their economical abilities.

The two sections show the integration of the new structures in the pit and the new and their scale compared to the old structure. On the one hand side the new structure produces a new atmosphere in the prior abadonned pit, on the other hand it will not destroy the old character of the side by having only one floor above the ground flloor. So the intervention on the urban scape and shape of the city is minimized. Also the new design convert the negative effect of the pit using the topographical unique constellation to form a new urban quality and identity.

The idea of the finacial units is based on the structure of the pillar grid. The grid forms a unit in space as well as a finacial unit. So all stakeholders have the opportunity to create their own space according to the amount of units they can afford and purchase. So this system creates a mix of different types of stakeholders which is as well connected to different types of architectural and open space typologies. This unit connects the strategiacla idea to the architectural design.
